 Protecting Rights or Projecting Control. How Presidents Use Federal Force in Our Cities. For decades, U.S. presidents have deployed federal troops or agents in American cities. But the reason for doing so has shifted — from defending civil rights to imposing “law and order,” often in ways that disproportionately impact Black communities and leadership.

Protect Rights → Federal force used to uphold the Constitution, especially civil rights for African Americans.

Project Control → Federal force used to suppress unrest, bypass local authority, or score political points.
